On May the 24th a technical workshop on existing initiatives for benchmarking regions on information society took place in Bordeaux.
The workshop is not a one-off exercise, but the beginning of a lasting cooperation between projects.
UNDERSTAND partners appreciate the work carried out in the past at the European and regional level, and do not want to create “yet another regional benchmarking”.
The advantage of developing personalised indicators are insignificant compared to the advantage of having a few good-quality comparable data. However, some modifications and additions to eEurope indicators could be necessary to meet regional needs, such as data on broadband infrastructure at the regional level.
Also, having data is only the first result. How to develop shared and meaningful indicators? How to strike a good balance between supply and usage/impact indicators? How to ensure the quality and consistency of data? How to use benchmarking to support policy-making and evaluation?
These have been the core themes of the workshop.
In particular, the workshop, restricted to actors with relevant experience on benchmarking regional information societies, aimed at taking stock of existing experiences. The focus of the meeting was not on projects’ results, but rather and insight on methodological issues, and on the usage of benchmarking data as a tool to “understand” how and why some regions gain more competitive advantage than other by the mature usage of ICT – the “benchlearning” process.
The interventions in the workshop focused:
- on domain-specific issues (citizens, firms, government, broadband infrastructure);
- on type of activity (methodologies to establish indicators, how to manage large amount of data, how to use benchmarking for benchlearning etc.)
