During Bordeaux meeting, ISEU introduced work on Component 2 - definition of indicators. The target is to produce by June 30th a review of existing indicators and a draft benchmarking toolkit, including the description on priority indicators, the methodology for data collection, the implications of these indicators.
On each domain, partners reviewed the long list of existing indicators and agreed a priority vote to each one of them: WON’T, COULD, SHOULD, MUST.
The outcome of the discussion was a list of indicators agreed by partners, ranked by priority.
Citizens and broadband domains mostly concluded the list of indicators.
E-government also was completed, but uncertainty remains over the possibility to include in addition to a questionnaire also a survey of the public websites similar to CGEY methodology. IBH in particular will have to check over the political feasibility of such survey.
On e-business, the list of indicators was only partly reviewed and IBH has just sent the list to partners who will give the priority to each indicator via the web. Decision has to be taken also with regard to enterprise vs. local unit as a survey unit. For sampling reasons, enterprise is easier, but for regions with a lot of extra-regional investment this could hinder data significance.
During the last week, ISEU has sent to all partners the list of indicators by priority on each domain and each partner is now deciding the most appropriate list of indicators.
ISEU will produce the output “review of existing indicators” by assembling partners contributions.
Each WG leader will then produce his part of the tool-kit using the structure produced by ISEU for each indicator.
Partners will then review the tool-kit and meet in Valencia by the end of July to release the first version of the toolkit (A7).
